computer spec?

no cfg will help u get more fps, u need to overclock your procesor-ram, set high prority for cod2 process in task manager, preferably make new windows account with unnecessary services and programs disabled... but all this wont help u get 250fps

I think that you need a better video card, or ddr2 ram if yours are ddr1

My old pc is Athlon x2 5200+ @2.9Ghz, 9600GT and 1GB ddr2. I have stable 125 fps, and 200-250 if I set 250fps

The betters gpus that will work fine with your cpu are 9600gt/hd3850 like

ps: other thing that will improve slighty your fps its setting your desk resolution equal to game resolution

Tbh, if you put the picmip on the lowest possible, AA off, dx7 and you put the res as low as possible and you're still not happy with the rates you're getting with your system, you'll really need to upgrade your system.
